The reasoning has to hold up.
Anyone can produce an answer now. The work starts when a committee, a regulator, or a buyer in diligence asks you to stand behind it: which source the figure came from, who reviewed it, what they disagreed on, and what has changed since. A model can regenerate the answer. It cannot reconstruct that trail afterwards, so the trail has to be built while the work happens.
A report states a figure, on a specific page.
So the project clears the first check.
But another document says something different, and nobody has explained the gap yet.
A named person decides what to do next, and the record shows why.
